Equitable access to essential quality assured medicines for priority diseases is one of the requirements for fulfilling the fundamental right to health. Weak procurement and supply systems, inadequate financing systems, high costs and non-availability of generic medicines and capacity constraints of regulatory authorities are examples for reasons that poor people do not have reliable access to much needed medication. Policies and strategies to ensure universal access to health care need to be comprehensive and include population-wide access to health services and medicines.

With this in mind, HERA aims to assist its clients to develop robust pharmaceutical sector policies and strategies with cost-effectiveness, equity and sustainability as underlying principles.

HERA has substantial experience in pharmaceutical sector development undertaking both studies on behalf of and providing hands-on assistance for national governments, bilateral and multilateral development agencies and NGOs, as well as in cooperation with other consultancy organizations.
