Procurement and Tender Support

Efficient and cost-effective procurement of pharmaceutical commodities for public sector health facilities is a precondition for achieving sustainable availability of essential supplies for patients who need them. Having transparent and efficient procurement and tender systems will also provide an incentive for global financing partners to channel funds through existing country systems, which facilitates overall procurement planning and performance.

HERA has supported Ministries of Health in Africa, Eastern Europe, South America, and South East Asia with reviewing and setting up procurement and tender systems guided by international standards. Support was provided, amongst others, to the East African Community (EAC), East Timor, Ethiopia, Ghana, Lesotho, Malawi, Macedonia, Namibia, Suriname, Tanzania, Zambia and Zimbabwe. HERA staff and consultants have extensive experience in procurement assessments for different development agencies as well as for the World Bank and the Global Fund. Recent assessments have been done in Ethiopia, Lesotho, Namibia and Zambia.

In the SADC region HERA is currently supporting the development of a strategy for regional procurement collaboration. This included a study on procurement practices in SADC member states.
