Description of services provided:
The Mid Term Review team evaluated the Belgian Support to the health sector in Rwanda, both at central and decentralised level and the linkage between both levels. The evaluation was participatory and forward looking, using the realistic evaluation approach. Constraints in programme management and performance were addressed. The support to the health sector in Rwanda was considered relevant, coherent with national policy and strategies, harmonised with other development partners' inputs but support as well as country ownership could be optimised by increased focus on selected sector priorities and strengthening of selected building blocks at district level, including comprehensive district health planning.
