Narrative description of project:
In the context of the framework evaluation contract between the Belgian Technical Cooperation (BTC) and the hera / AEDES consortium, hera experts carried out a final evaluation of the PAODES project. PAODES is a program of more than 25 M € of direct bilateral cooperation between the Government of Senegal and the Kingdom of Belgium. PAODES consists of a supply and a demand component and has formed an entity with the Health Governance Support Program (PAGOSAN). The general objective is the sustainable improvement of the health status of the population of the regions of Diourbel, Fatick, Kaffrine, Kaolack and Thiès, and the specific objective is equitable access to quality health care and a good level of health and social protection for the population of these regions.
Description of services provided:
The consortium experts answered the evaluation questions covering the generic evaluation fields (relevance, efficiency, effectiveness, sustainability and impact, and cross-cutting and horizontal aspects) as well as specific questions. Special attention was paid to gender considerations and lessons learned that could be applied in the future program of co-operation. A standard evaluation methodology was combined with a “realistic evaluation" approach. The data collection consisted of a documentary review, interviews with key persons at the central, regional and peripheral level of the Ministry of Health and Social Action (MSAS), the BTC, the project stakeholders, the Embassy of Belgium, and the technical and financial partners. A field visit took place in the two priority pilot districts.
