Narrative description of project:
Development of mechanisms and tools in preparation for the decentralised financial management within the framework of future SWAp (sector wide approach).
Description of services provided:
- Evaluation of the institutional framework of the development cooperation, and analysis of the operation of the different administrative structures, including the Steering Committee
- Evaluation of the modes of implementation of the services and of their relevance
- Evaluation of the results (quality, quantity and budget), the conformity in relation to the logical framework and budget; examination of eventual discrepancies and their relevance
- Assessment of the validity of the monitoring indicators for development activities, including the validity of hypotheses that determine the success of the services
- Study of the degree of reduction of physical and/or financial participation by the people for the construction of health centres
