Independent Monitoring, Review and Evaluation of WHO PQP and QuRHM

Narrative description of project:
The Bill & Melinda Gates Foundation (BMGF) and the Department for International Development (DFID) are funding two complementary programmes aiming at improving availability and choice of quality assured low-cost reproductive health commodities (focus on hormonal contraceptives) in low- and middle-income countries. The support that are provided by those companies are:
♣ BMGF supports the WHO Prequalification Programme for Reproductive Health (PQP RH). The primary objective of the programme is to increase the availability of affordable, quality-assured reproductive health medicines for low- and middle-income countries by having a wider range of WHO prequalified products from generic manufacturers available on the market. The focus is on hormonal contraceptives.
♣ DFID supports the Quality for Reproductive Health Medicines (QuRHM) programme implemented on behalf of the Reproductive Health Supplies Coalition (RHSC) by Concept Foundation. QuRHM has been designed to address contextual issues that currently prevent manufacturers from either applying to or successfully completing the WHO prequalification process.
The BMGF and DFID have contracted hera to do two independent external annual organisational and programme reviews (in 2012 and 2013), and an impact evaluation (in 2014/15) of the two programmes above described.
