Evaluation of Reach Every District Strategy (REDS)

Narrative description of project:
Reach Every District and Soum strategy (REDS) aimed to identify unreached mothers and children and deliver integrated essential health services through local service providers. Local health workers in collaboration with the local government visit poor and marginalized households, interview them and define barriers to access basic health and social services. This is followed by a mapping of target families, the development of a microplan of interventions and implementation. The assessment of the pilot project was carried out in 2010, concluding that immunization service was the best outreaching service.
Following the assessment, the MOH issued a decree to scale up the REDS strategy in April, 2011 declaring it as one of the key strategies to improve equity of health service delivery and to reduce disparities in health outcomes. The strategy has been implemented for 3-5 years (depending on the geographic area) after its initiation with the support of various international agencies. Therefore, the Ministry of Health has initiated with UNICEF technical support to conduct a REDS strategy evaluation in order to strengthen the strategy implementation and ensure its sustainability.
