Maternal and child mortality is acknowledged to be high in Myanmar, and most deaths are from preventable causes. Among specific diseases, the leading causes of death and illness in Myanmar are TB, malaria and HIV/AIDS.

The Three Millennium Development Goals Fund (3MDG) is a pooled multi-donor fund operating in Myanmar and which supports health related initiatives through 3 Components (MNCH, prevention of TB/HIV/Malaria, health system strengthening). The overarching goal of the 3MDG Fund is to contribute to national progress towards the health MDGs through a rights-based approach.

The MoH agreed with the 3MDG Fund to support MNCH services across an initial five priority States and Regions. This coverage comprises: Townships in Ayeyarwady Region, the Magway Region, the Shan State, the Chin State (State-wide approach) and the Kayah State (State-wide approach).

At this stage, the service provider is requested to provide operational support to State and Regional Health Departments and support the Township Health Departments with financing and delivery of MNCH services.
