Narrative description of project:
The “Institutional Support Programme to the Ministry of Health – Phase IV” is a sector-wide institutional capacity strengthening programme with as general objective that “Rwanda has put in place a health system capable to respond in an appropriate way to the needs of its population”. The programme applies the ‘double anchorage’ approach, operating at two levels: the central, policy making level and the peripheral, operational level. It addresses 5 focal areas: (1) strengthen planning and M&E; (2) strengthen quality of care; (3) support the decentralisation and integration of mental health; (4) strengthen biomedical maintenance; and (5) improve knowledge management.
