Narrative description of project:
The Health Services Fund (HSF) is one of four pillars of the Health Transition Fund, a multi-donor fund managed by UNICEF in Zimbabwe. These pillars are: Maternal, Newborn and Child Health and Nutrition; Medical Products, Vaccines and Technologies; Human Resources for Health and Health Policy, Planning and Finance.
On 23 January 2014, the Health Transition Fund Steering Committee decided to implement a Results Based Financing (RBF) model in the 42 districts of the country where the "Revitalisation of the Health Services Fund" project is currently being implemented. The Health Services Fund (HSF) was established in 1996 to expand and improve service delivery through decentralized funding to district hospitals and rural health clinics.
Description of services provided:
Since November 2012, Crown Agents (in partnership with hera) has been delivering a contract on behalf of UNICEF to administer and monitor the HSF fund utilization by district hospitals and rural health clinics. Under this contract, known as HSFplus, fixed amounts have been paid to the health facilities on a quarterly basis subject to their meeting the minimum criteria. Currently the HSF is progressively being replaced by the RBF throughout Zimbabwe.
