Supporting the Preparation of EC Sector Policy Support Programme to HPNSDP in Bangladesh

Narrative description of project:
The Government of Bangladesh is implementing the country's second consecutive Sector Programme in Health called 'Health, Nutrition and Population Sector Programme' (HNPSP). HNPSP did run from 2003 to 2010/11. The EC contributed to the joint Government Donor exercise for preparing the next health sector programme through the provision of technical expertise.
Description of services provided:
hera provided technical expertise to support the development of a concept for the next health sector programme. This was organised through three consecutive missions (inception; pre-appraisal; identification).
The pre-appraisal mission (i) assisted the EU Delegation during the identification and formulation phases of the next health sector support programme, (ii) supported the EU Delegation in liaising and negotiating with the government and other development partners, and (iii) prepared the necessary analysis and documentation required for a future EC contribution to the sector programme in line with the EC's multi-annual indicative planning for Bangladesh for the period 2011-2013. In February 2011 the EC's Sector Policy Support Programme Identification Mission was carried out in coordination with the joint appraisal mission of HPNSDP. The outcomes of the joint mission were- i) agreement on the programme goal, scope, design and results framework of the programme ii) agreement on institutional arrangements, financial management and procurement management. Discussion on the preferred aid modalities was still ongoing.
