Narrative description of project:
The health component of the programme to stabilize and reconstruct the zones coming out of armed conflicts (STAREC) has continued the interventions of the European Union (ECHO and EDF) since the nineties. The intervention is taking place in the East of DRC, in the health district of Aru which includes the territories of Aru and Mahagi, with 13 health zones (ZS) of which 5 ZS received at the level of HGR a more intensive support.The period covered is 42,5 months from 1 July 2011 to 15 February 2015 (4.790.000 EUR).
The four specific objectives of the STAREC project were to: (i) Strengthen the procurement of generic essential medicines (MEG) through the regional medical store (CDR), assisted by EUP FASS and the core teams of the health zones (ECZ); (ii) increase the functionality of the general reference hospitals (HGR) of Adi, Aru, Logo, Nyarambe and Ngote/Rimba; (iii) Make the ECZ of d'Aru, Adi, Logo, Nyarambe et Ngote functional and performing ; (iv) Increase community participation in the improvement of services.
The STAREC and LRRD projects are managed by the NGO Malteser. Funding of the organisations has been channeled through the Public utility body “Fonds d’achat des services de santé (EUP FASS)”.
The specific objective of the mission is to evaluate the performance of the STAREC project as well as to propose an intervention strategy for the 11th EDF.
