'Global' Evaluation of the EC AIDS/HIV Programme in Developing Countries (1987 to 1996; 350 projects; 82 countries; budget of 200 million USD).

Description of services provided:
Overall responsibility for the evaluation and special expertise on public health, health planning, HIV/AIDS and health economics. Countries visited: Dominican Republic, Bangladesh, Kenya, Senegal, Tanzania, Zambia. Evaluation of regional and national activities; evaluation of the funds committed by source of funding, by strategy and by contracting agency or partner. Two logical frameworks have been developed: the ex-post Logical Framework of the Programme, reflecting the main strategies of the past programme and a present and future Logical Framework. Based on the evaluation, the EC has decided to reorganise the implementing of its global HIV/AIDS programme and adjust the policy and strategic framework.
