Narrative description of project:
The purpose of this consultancy was to conduct a review of the lessons (including assessing both the strengths and weaknesses) of different fund management arrangements for delivering an essential package of health services (EPHS) in select fragile and conflict affected states (FCAS), and implementing health systems strengthening (HSS) support. Furthermore, the team examined the trade-offs of, and tensions between, various fund management arrangements by which DFID could achieve its stated goals and objectives in supporting the Somali health sector during the period 2016–2021.
