Narrative description of project:
Since 2002, the Government of Flanders (Department of Foreign Affairs) is supporting Mozambique’s poverty alleviation plans through targeted sector support. A first ’Country Strategy Paper’ (CSP) was developed for the period 2006-2010, describing the bilateral cooperation in two sectors, i.e. health and education. In 2009, hera carried out a Mid-Term Review (MTR) of this first CSP. Considering inter alia the outcome of this MTR in 2009, the Flemish Government decided, after consultation with the Mozambican Government, to narrow the focus of the next (current: 2011-2015) CSP on the health sector only.
The purpose of this second MTR was to assess the added value of the ‘package’ of Flanders’ support under the current CSP-II (2011-2015), and the extent to which the programme strategically would respond to current Flemish and Mozambican policies on health development. The review took place in May 2014. The recommendations by the MTR team would be used for the next Mozambique-Flanders bilateral annual consultation round, during which the outline of the third CSP will be further discussed.
