Narrative description of project:
Under the framework contract for the mid-term and final evaluations of health projects and programs of BTC, hera team in consortium with AEDES conducted a Mid Term Review of the project : Institutional support to the Ministry of Public Health.
This project, which was programmed in a broader context of the sectorial health program in 2009, had a late and difficult start; The project in particular, had significant difficulties regarding the mobilization of technical assistance; it’s also suffered from a programmatic framework somewhat incomplete framework that unfortunately has not been properly analyzed or formally revised from the operational phase of the intervention. Finally, it should be noted that the project entered truly in the active phase that from 2013, almost a year and a half after its official start.
