Evaluation of projects financed by AFD in support of Niger's health development plans (PDS) through contributions to the Common Health Fund

The two projects supported by AFD that are the subject of this evaluative review are:
• The CNE 3006 was a grant of 15 million euros for a contribution to the implementation of the Five Year Work Programme (PTQ) 2006-2010 health sector (AFD, World Bank, AECID); and
• The NEC 1127 is a grant of 14 million euros in co-financing of the support fund to the implementation of the Health Development Plan (SDP) 2011-2015 (AFD, World Bank, AECID, GAVI, UNICEF and UNFPA ).
The health and institutional context justified the choice of support through a common fund that remained as an extra-budget. Institutionally, the Ministry of Public Health (MSP) has developed a PDS 2005-2010. The introduction of the health fund (FCS) to support the implementation of the PDS in 2006, with the assistance of the World Bank (WB) and the project of AFD CNE 3006, helped to launch a sectorial approach. This PDS has achieved significant results, but the country's indicators remained below those of countries in the sub-region.
