Narrative description of project:
The objective of the mission was to carry out an appraisal of the draft Health Sector Programme Support (HSPS) document to establish a decision basis for the Danida Management with respect to support to the health sector during the last phase.
Description of services provided:
The team presented an appraisal of possible Danida support to the health sector during a third and final phase. The analyses and assessments were undertaken in the following areas:
proposed support to policy development at central level and support to the preparation of provincial health sector strategies:
    coordination between curative and preventive interventions at provincial level;
  • support to primary health care level, especially malaria and HIV/AIDS, including support to traditional health providers such as traditional birth attendants (APE)

  • institutional set-up and management at provincial level

  • national HRD and training policies and practices

  • HR-situation in DPs Tete and proposals for practical solution

  • support to development of Capital Assets Management Capacity

  • Financial management and accountability, and flow of funds

  • support to decentralisation

  • programme administration in relation to TA-pool and short term vs. long-term advisors taking into consideration cost efficient and long term sustainability

  • budget support to Tete province for ongoing activities
