The objective of the mission was to carry out an appraisal of the draft Health Sector Programme Support (HSPS) document to establish a decision basis for the Danida Management with respect to support to the health sector during the last phase.
The team presented an appraisal of possible Danida support to the health sector during a third and final phase. The analyses and assessments were undertaken in the following areas:
proposed support to policy development at central level and support to the preparation of provincial health sector strategies:
coordination between curative and preventive interventions at provincial level;
- support to primary health care level, especially malaria and HIV/AIDS, including support to traditional health providers such as traditional birth attendants (APE)
- institutional set-up and management at provincial level
- national HRD and training policies and practices
- HR-situation in DPs Tete and proposals for practical solution
- support to development of Capital Assets Management Capacity
- Financial management and accountability, and flow of funds
- support to decentralisation
- programme administration in relation to TA-pool and short term vs. long-term advisors taking into consideration cost efficient and long term sustainability
- budget support to Tete province for ongoing activities
