Narrative description of project:
The final evaluation of the PAPSDSK project was commissioned by BTC to be conducted in a ‘realist evaluation’ mode, aiming at maximizing learning from the project experience rather than focusing on accountability issues. Such learning is expected to take the form of ‘theories’ (rather than ‘best practices’) which can be carried over to other contexts.
