Narrative description of project:
PAGOSAN is a 5 M € project started in 2011 and ending in 2015, covering the ‘Governance’ part of the BTC Health Program in Senegal. The other parts are: ‘Supply’ and ‘Demand’ (PAODES).
These three parts were supposed to be complementary and to be part of the same strategy, in particular in terms of capitalization of experiences and support to the sectoral dialogue.
A team of consultants was recruited to evaluate PAGOSAN through DAC/OCDE criteria (relevance, efficiency, effectiveness, impact and sustainability) and to make recommendations in order to support decision-making through the production and analysis of evidence-based data.
