Narrative description of project:
The overall objective of the project was to build CMS staff capacity on international pharmaceutical procurement. A 5-day-face-to-face training was provided to staff from CMS and its partners. After the training, participants acquired understanding, skills and confidence in international pharmaceutical procurement, plus a complete manual and CD-ROM with all presentations and distributed documents. Participants who successfully concluded the course obtained certificates. After the success of this training the door opened for further discussions on opportunities for cooperation in setting up and maintaining a regional training centre at CMS-Sudan.

Procurement Basics and Internationally Accepted Standards for Procurement
Prequalification of suppliers and their products including:
• Development and maintenance the standard prequalification documents (model documents will be made available);
• Invite suppliers for prequalification by way of international advertisements;
• Receive applications and address questions and comments;
• Evaluate the applications;
• Market authorizations, GMP, etc.
• Inform applicants about the result; and
• Maintain the list of approved suppliers and products
Procurement methods (from tendering/requesting for quotations to contracting/ordering) including:
• Portfolio analysis
• Competitive International Bidding (ICB) and Limited International Bidding (LIB), Shopping and Direct Contracting;
• Criteria for tender evaluation
• Framework contracts
• Procurement monitoring
