Narrative description of project:
The objective of WHO/EMRO was to . "assess the current status of external aid in EMR with focus on aid flow, existing mechanisms of managing external resources and key gaps and challenges." The overarching goal was to contribute to improving aid effectiveness in the EMRO region. The selected countries (8 out of 22) were either low income countries or middle-income countries facing complex emergencies.
Description of services provided:
hera studied the effectiveness of development cooperation and humanitarian aid in seven of the 8 target countries. Based on the literature review, key informant interveiws and country data, hera developed (i) a framework and methodology for assessing aid effectiveness in the health sector as the basis for (ii) a comprehensive synthesis report with practical recommendations for improving external aid in health. Findings and recommendations were to be shared in a regional consultation.
