Narrative description of project:
This assignment is part of the Health Advisory Services – HAS project (EUR 1.999.715,00, 10/2014-10/2017, managed by hera consortium). The HAS provides technical support to the European Commission (DEVCO/HQ) and the EU Delegations for a period of three years. DG DEVCO contracted the HAS to support the implementation of its health aid policies and programmes; strengthen the capacity of EU Delegations and DEVCO/HQ; and tackle other issues for which in-house thematic capacity is lacking or insufficient.

In 2012-13, the ‘PASA’ project was formulated. Total budget: approx. 30 m. €, of which 9 m. € by AFD and the rest by the EC. PASA includes three pillars: (i) institutional support to central level; (ii) support to health services delivery in Guinée Forestière / N’Zérékoré; (iii) support to the pharmaceutical supply management system (central; provincial – N’Zérékoré). In the original proposal, UNICEF would implement MCH and related activities – it was suggested to rapidly draft a contract EUD-UNICEF to define the package of activities, including emergency activities. HAS was asked to support the EUD in drafting this contract, and be ready by 12 December 2014.
