Narrative description of project:
This assignment is part of the Health Advisory Services – HAS project (EUR 1.999.715,00, 10/2014-10/2017, managed by hera consortium). Its identification number within the HAS is HAS 012.
The HAS provides technical support to the European Commission (DEVCO/HQ) and the EU Delegations for a period of three years. DG DEVCO contracted the HAS to support the implementation of its health aid policies and programmes; strengthen the capacity of EU Delegations and DEVCO/HQ; and tackle other issues for which in-house thematic capacity is lacking or insufficient.
The HAS was asked to provide a high-level expert to contribute to the Ebola Recovery Assessment (ERA) as part of the EU team and to contribute to the work at regional and international levels following the standard assessment procedures of the UN-WB-EU PCNA as adapted to this ERA. The aim was to work towards agreed EU policies in terms of aid effectiveness and IHP+ principles and of comprehensive system approach to strengthening the health sector, through the use of related tools – JANS, WHO PDNA HSS guidelines, as appropriate.
The EU team was working with UNDP, WHO and WB, and with the country authorities, to perform this ERA and provide elements for the planning in the immediate future.
