Narrative description of project:
Under a framework contract with the Belgian Technical Cooperation (BTC) the hera/AEDES consortium performed a Mid-Term Review (MTR) of the Health Sector Support Program - Sourou PASS - BTC. The objective was to support piloting, learning and to demonstrate accountability to the donors, partners and internal actors. For this MTR, the steering support function and the learning function were important, with a view to preparing a new Benin-Belgium cooperation programme. The results of the evaluation confirmed the ambitions of the programme, finding it firmly based on the alignment of PASS with the objectives of the Ministry of Health (PNDS) and the donor, and responding to a changing context. The arrival of a new Government in May 2016 posed challenges to some of the pillars of the sectoral health policy (RAMU, RBF,...), and specific expectations have been formulated by the Belgian Ministry of Cooperation, with a specific interest in the protection of human rights, particularly in the field of sexual and reproductive health.
Description of services provided:
The field mission took place between 24 April and 10 May, 2107 in Cotonou and in the provinces of Mono, Couffo, Atacora and Donga. The evaluation team, composed of three consultants, used extensive desk review, individual and group interviews, visits to health institutions and structures and focus groups with beneficiaries to obtain information and formulate its assessments. A feedback took place at the Ministry of Health at the end of the mission.
