Narrative description of project:
hera conducted a mid-term evaluation of the Memorandum of Understanding number eight (“MOU8”) with respect to how UNICEF and Gavi are performing in the implementation of all aspects covered by the MOU8 (2016-2020). The objective was to glean insights to inform on the suitability of this arrangement and the continued effectiveness and value for money in meeting the changing demands of Gavi’s business.
The main key objectives were:
i. Evaluate the performance of UNICEF, as a procurement agency for vaccines, devices and cold chain equipment for Gavi, as per the MOU8;
ii. Evaluate effectiveness and efficiency of the changes made to the MOU8 as the result of the improvement initiatives identified during the previous evaluation to achieve expected outcomes;
iii. Review, in the context of key focus and investment areas of Gavi, whether the design of the MOU8 is fit for purpose and leverages the full scope of expertise in supply and procurement through UNICEF.
Description of services provided:
hera performed an in-depth analysis to encompass the defined objectives. The methodology included, amongst others, internal and external key informant interviews, document review, value-for-money analysis, performance review vs. targets and key performance indicators. The final outcome of the analysis is the following:
• An inception report refining the methodology, evaluation scope, questions, metrics to be used, tools (questionnaires, surveys, interview protocols, etc), and any preliminary assessment of risks, challenges and limitations of this evaluation, including mitigation measures
• A preliminary results report detailing the methodology, the sources of information and the main findings under the three objectives and preliminary presentation that summarises the main findings of the report
• Final report and presentation summarising the main results from the report and actionable recommendations for both Gavi and Unicef (2019).
