Narrative description of project:
The purpose of this assessment was to conduct, in collaboration with stakeholders, a diagnosis of Mali’s drug supply chain for the Global Fund supply chain department. The lead organisation for the assessment was Management Sciences for Health (MHS). The results of this diagnosis were validated by the stakeholders, who consensually identified both the problems and the activities or initiatives required to solve the problems. The main transformation was that stakeholders agreed on a supply chain strengthening plan that could serve as a basis for improved collaboration, coordination and funding in the near future.
Description of services provided:
The diagnosis was made through a review of existing assessments and the conduct of more than 120 stakeholder interviews. A list of issues organized by supply chain link (selection, quantification, quality assurance, purchasing, storage, distribution, prescription) were identified and presented during a workshop with the main stakeholders. The participants held group discussions and validated the issues identified. On the basis of validated list, the team of consultants proposed activities, solutions, changes, etc. which could help to solve the identified problems. These activities were grouped around six areas of reinforcement and were presented during a second workshop with almost the same participants. Most of the reinforcement activities were validated by the participants. The team of consultants prioritized each activity based on the results of the discussions held at the workshop as well as an estimated period of implementation. This is difficult in a decentralized system like Mali; there is no central point for adopting a plan and applying it. Nevertheless, the implementation period gives priority to activities according to the advice of the consultants.
