Narrative description of project:
The Body & Rights e-tutorial was developed in order to remediate a knowledge gap on sexual and reproductive health and rights (SRHR) in general and specifically on the Belgian policy note on SRHR among the stakeholders of the Belgian Development Cooperation (BDC). The aim of the e-tutorial is to contribute to the knowledge and skills of the stakeholders of the BDC to ensure they are well equipped to promote SRHR in bilateral relations with other countries, in supranational decision-making bodies or during the development, monitoring and evaluation of programmes and projects. hera was selected by by ITM to perform an evaluation of the e-tutorial Body&Rights.be.

Objectives of the evaluation were to:
1) Reflect upon the original overall and specific objectives of the tool
2) Provide guidance to update, revise and improve the existing tool
3) Develop guidance and recommendations for future e-learning modules

The hera evaluation team assessed the extent to which the e-tutorial has achieved its main objectives. To do this they conducted a review of existing documentation and data, 14 interviews and an online survey with 75 responses. The e-tutorial and its development and roll-out process were assessed in terms of relevance, effectiveness, efficiency and impact. Based on the evaluation, recommendations were made to update and improve the existing e-tutorial as well as for future e-learning modules. The recommendations were presented to representatives of the Because Health platform on two separate occasions.
