Narrative description of project:
The Belgian Technical Cooperation (BTC) contracted a consortium comprised of hera & AEDES to conduct evaluation studies of their projects in the health sector in Benin. The evaluation mission took place between the 16th of September and 3rd of October 2014. The objectives were to; assess the results achieved by the interventions in order to meet the need for accountability of partners and internal stakeholders vis-à-vis the donor, support steering so that the evaluation analysis on the end of the project served as guidance in the transition to the PASS program, and to contribute to learning by documenting lessons with a view to inform the new program. For this, the evaluation had to answer questions; A) Focusing on performance using the DAC criteria, and b) Specific questions on Results Based Financing (RBF), UHIP(Universal Health Insurance Plan), Intermediate Level (DDS), Program Approach , and mechanisms of mutual accountability.

• Documentary (desk) study
• Provision of a workshop on “results collection” based on outcome mapping methodology to project staff (before field mission)
• Detailed interviews with project staff (technical and administrative) in concerned regions
• Production of a final evaluation report for BTC
