Narrative description of project:
The EC commissioned a budgetary review of the Health Sector to evaluate the adequacy of past and planned recurrent and investment expenditure and to identify possible uses of counterpart funds within its next budget support. The consultants also provided backup and support to the EC Delegation in Lesotho attending the Sectoral Round Tables, notably the meeting on Health and Population and the subsequent trilateral meetings between the Government of Lesotho, the World Bank and the International Monetary Fund on the future Policy Framework Paper for Lesotho.
Description of services provided:
• Review of the budgetary programming process and the procedures related to the execution, reporting and control of expenditure in the health budget;
• Analysis of the organization of the national health system
• Appreciation of the coherence of the EC support to the health sector
• Recommendations on :
- Modalities of future EC SASP-type support to reform the health sector
- Strengthening the coherence between EU’s stated objectives in supporting the health sector and the Government of Lesotho, in terms of chosen instruments, strategies and budgetary impact;
- The allocation between current and investment expenditure
