hera, conducted the Mid-Term Review (MTR) of the Flanders-Mozambique Country Strategic Paper III (CSP III) project. With a budget of €25 million from 2016 to 2020, the CSP III aims to strengthen healthcare services, focusing on the workforce, research, and sexual and reproductive health and rights. hera's MTR evaluated implementation progress, identified challenges, and provided recommendations for improvement. The findings helped shape the subsequent CSP phase, emphasizing innovation and addressing key healthcare issues.

Using a mixed-methods approach, hera gathered qualitative and quantitative data for analysis. Interviews, site visits, and document reviews generated substantial qualitative data, which was analysed with computer-assisted qualitative data analysis software. The MTR assessed the CSP III's relevance, effectiveness, efficiency, and sustainability, as well as its contribution to strengthening the healthcare system, innovative approaches, and addressing cross-cutting themes.
